January 16 Steering Committee Meeting Minutes

On the evening of Thursday, January 16th, 2014, the Eastside Hill Steering Committee met at Our Saviors Lutheran Church.

Members in attendance were:
Laura Miller
Jamie Kampf
Mark Wesenberg
William Kampf
Shannon Paulus

Lynn Gautsche
Mark Ruddy

Members absent were:
Sally Broker
Mike Paulus
Joe Thielen

The meeting was opened with a guest.  Stephanie Regenauer, an East Hill neighbor introduced herself.  Originally from Shell Lake, a UWEC grad and employee, she is interested in local politics.  She is slated for appointment to the County Board to fill the spot vacated by John DeRosier.  She will officially run for the seat in April.  At this time she is unopposed.  She is interested in our parks and managing our resources.

Lynn requested that the minutes of the November meeting be approved.  It was moved (Mark W) and seconded (Mark R) that we do so.  The vote carried.

Laura suggested that we send Stephanie a thank you for visiting with us, and Laura will handle it.

Shannon gave the following Treasurer’s Report:
Checking Account Bal.: $456.75
Petty Cash: $107.47
Total: $564.22

Future expenses will include:

  • Mark W. will have his class fee reimbursed (per last months discussion) $35

  • Our website domain name renewal $100
  • Posters/photos for contest

Jamie moved to accept the report, Shannon was the second, and the report was unanimously accepted.

Old Business:

  • Mike would like to vacate the Presidency and concentrate his considerable efforts on the website.  Laura expressed a willingness to fill the post, requesting mentorship from others.  Mark R moved that we vote to accept her offer.  William was the second and the vote carried unopposed.  Thank you to Mike and Congratulations to Laura.

Shannon indicated that signers on the checking account would need to be changed.  She added that mail will go to our post office box at Mega.  (PO Box 3065, Eau Claire, 54702)

The Eastside Hill Sign Design Contest was revisited.  Discussion concerned revisited where we are in the process and where to “re-begin”.  William will catch up with Gina K. and Mike P. to reevaluate, and Sara will work with him.

7 Bump Sledding Hill
Discussion proposing the circulation of a petition to request that the City consider setting aside and preserving the parcel of land in Forest Hill used for recreation as a park for that purpose.  Shannon will draft the petition and check into the workings of an “e-petition” that all city residents might sign.

This discussion began in November regarding our most recent version of by laws.  Mark W. and Lynn had checked their respective files and did not find hard copies.  Mark R. has emailed Dave Strobel to see if he might have one.  William and Jamie have worked on proposed amendments in the past and will see if they can be resurrected.  Sara will also check with Joe to see if he might have a copy.

EH Photo Contest and CV Time Bank
Mark R will be the gatekeeper for the photo contest.  Photos may be dropped off at the customer service counter at Mega East and Mark will post them on the bulletin board.  He will be the “gatekeeper” for both the photo contest and the CV Timebank.  He will need a $25 check drawn for the application fee.

New Business

  • Mike P. would like to be on the agenda for the next meeting.

  • We have $90 remaining of the CDBG (block grant).  It was moved (Sara) and seconded (Shannon) that Mark R. look into using about $40 at Digicopy for background graphics for the bulletin board around the neighborhood.  The question was put to a vote and carried.

  • Mark W will attend the Project Open House on January 23, 2014 regarding the City’s proposal to close a Portion of Emery St.

  • A representative from the city will speak to the neighborhood at the April meeting.

  • Laura is interested in the use of Archery Park as a dog park.  Neighbors with dogs currently are making use of the park with their pets.  Laura spoke to Todd Chwala about the matter.  He suggested that if the neighborhood association put it into their meeting agenda and discussed it, the City would consider it. Shannon shared the not-so-positive results of an unofficial facebook survey on the subject, with the caveat that it was merely a sampling of opinion.  It was agreed that it would be a good topic for the semi-annual meeting.

It was moved (Sara) and seconded (Jamie) that the meeting adjourn at 8:20.  The vote was unanimous.

    I was not aware of the Facebook poll on the dog park. I think it’s a great idea though! I had the same thought the first time I was at Archery Park.

    We were also unaware of any survey re: Archery Park. Our family would fully support a dog park in that location. What can we do to get involved in pursuing this further?

    Teri and Haley – “survey” was a misquote. There was merely discussion and nothing at all formal was discussed. It wasn’t even committee business, just neighbors talking on Facebook and on the website. The majority of people where against the idea, but that was about 3 years ago now.

    Mike – the $100 is for both hosting and domain name for one year.
