December 14, 2017 EHNA Steering Committee Meeting Minutes
6:30 PM, at Eau Claire Music School

Members in attendance: Eric Anderson, Susan Bauer, Chris Buske, Kim Cronk, Gina Keenan-Klages, Chad Rowekamp, Mark Ruddy
Members absent: Carey Hoeft, Tania Mathews, Meg Nord, Shannon Paulus, Michael Rasmussen

Guests: Leah Ness-City Transportation Engineering Department, Police Officer Ben Wutschke, Kathy Mitchell-Eau Claire City Council, Jeremy Gragert of Third Ward Neighborhood Association.

Welcome and Introductions: Eastside Hill Committee members welcomed guests to the December meeting.

Eau Claire Police Department: A guest asked if crime has risen this past year in our area. Based on past discussions on this question, the consensus is that the crime rate has not resin. A perceived rise is probably due to more crimes being talked about on the newish nextdoor.com app. And, crime victims are given a pamphlet with contact information on where to receive help.

Leah Ness – Input on Harding Ave. Leah Ness discussed survey results regarding Harding Avenue/Lee Street/Jefferson Street. While Harding/Lee/Jefferson were shut down or traffic lanes closed data was collected. The survey had approx. 516 responses. Discussion was had on what the impact would be to closing down Lee Street and Jefferson Street. Principal of Flynn Elementary said that the traffic was reduced dramatically going by the school when Lee was temporarily closed. Therefore, he strongly urged closing it off.

Because it was hard to turn left from Harding onto Margaret, it was suggested that adding a left turn arrow on Harding could make this left turn more accessible (Making it easier could increase cut-through traffic on Margaret). Discussion was also made on impact of closing Jefferson Street. Neighbors mentioned that it is used a lot by those going to UW-EC. If Jefferson is closed there would be more traffic on State Street. We were reminded to be aware of the effects on the larger system to avoid unforeseen consequences.

Chris Buske introduced, Kim Cronk 2nd and the Committee passed a three- part resolution: 1. Close off Lee Street as much as possible for added school safety (Fire Department needs a way to turn around on Lee Street if it is totally closed off for public use). 2. Acknowledge that there may need to be a left turn signal option to allow east-bound traffic to more easily turn off Harding onto Margaret. 3. At the same time, support efforts to discourage using Margaret as a cut-through route from Harding to Main Street and obeying speed limit.

There was discussion on the sidewalk/potential bike trail going down Harding Avenue. Sidewalk is narrow and dangerous for bikers and walkers, especially without a physical barrier between it and fast moving traffic.

Neighbor Paul Kaldjian stated that it was his memory and understanding that concerned Neighbors made concessions to the final plan for Brackett Avenue a couple years ago and were appeased by the assurance of the Engineers that concessions by them would be made when the Harding Avenue project was designed.
