August 16, 2018 EHNA Steering Committee Meeting Minutes

6:30 PM at Boyd Park Shelter, Eau Claire.

Members in attendance: Eric Anderson, Susan Bauer, Chris Buske, Carey Hoeft, Gina Keenan-Klages, Tania Mathews, Shannon Paulus, Michael Rasmussen, Mark Ruddy

Members absent: Kim Cronk,  Meg Nord, Chad Rowekamp

Guests: Police Officers Kevin Farley and Clay Wanta; Chris Silewski-Ayres Associates.

Police Officer Discussion:

*Drug houses – officers are doing their best to keep track of the drug houses.  If you have a tip for them you can call the non-emergency tip line – give license plate or names if you know it and can stay anonymous.  Police need neighbors’ assistance to keep them informed.  90% of Eau Claire crime is drug related – mostly meth and heroin.

* Officers will patrol Margaret more often during school hours.

* Anyone can request speed trailer in the neighborhood if they have certain areas where cars are traveling too fast on a consistent basis.  The trailer reminds drivers to keep their speed down.

Secretary’s Report: Minutes from July meeting were approved with minor correction.

Treasurer’s Report: Because our Treasurer was not in attendance for a few meetings, this report covers a longer time line.

Association approved funds to pay for Facebook post for September meeting.


* Changes in getting newsletter out on website and other sites: Mark Ruddy will post articles onto the web site, then notify Shannon who will post them on facebook.  Mark will post info on Nextdoor site. Anyone can write articles and get them to him, ideally by the first Thursday of the month. Tania is looking into her being in charge of posting events on web site and facebook. She will explore with Mark what info goes in articles and what info goes into an events calendar. Tania will work with Mike Paulus and Shannon about access to our web site.

* Picnic – Committee worked on getting food and other supplies needed for the neighborhood picnic. Sign up was available at the meeting for time slots for helping out at the picnic. Mark and former Committee member Paul Gibson will update and set out yard signs announcing the meeting.  Flynn can be notified since most of the families going there are from the neighborhood.

* River access:  Chris Buske, Mark Ruddy and Chris Silewski met with Jeff Pippinger on Memorandum of Understanding for Boyd Park.  Some general items are  mentioned: viewing decks, enhanced nature/educational trails with cell phone apps, rebuilding natural sand bar area on shore of the river, new playground equipment, community neighborhood garden, potential pathways through prairie,  using outside resources like Ayres for design. This is not meant to be the full list of changes. Association needs to have funds available and project okayed by Community Services before any work is done under supervision of the City. Motion was made and accepted 7 to 1 to approve basic plan for park in order to proceed with signing the Memorandum with the City.

* Chris Silewski discussed what Ayres part would be to make a proposal to come up with a conceptual design for the overall park.  Approximate cost would be $8,000.  Association will discuss at later date on whether to use Ayres or another company for a design or to do it themselves.

* Power of 10 – Idea was brought up to use Power of 10 model to give neighbors a chance for feedback and planning of the park. Eric Anderson sent out info on this process just before the meeting.


* Nominating committee: Mark Ruddy & Carey Hoeft will head up the nominating committee for obtaining neighbors who would like to potentially be on the Association.  Anyone can also encourage neighbors.

* Topic for September meeting: Results of the survey completed in May and Steering Committee plans for Boyd Park improvement.

* These minutes have been approved by Chris, Eric, Shannon, Michael, Mark, Susan and Tania (seven Members who were the first to respond to a call for ratification of the minutes).
