September 13, 2018 EHNA Steering Committee Meeting Minutes
(Boyd Park Shelter – Eau Claire, WI) This was a special meeting called by the president to finalize decisions before the annual meeting on 9/20/18.

Members in attendance: Chris Buske, Carey Hoeft, Gina Keenan-Klages, Tania Mathews, Shannon Paulus, Michael Rasmussen, Chad Rowekamp, Eric Anderson, Mark Ruddy

Members absent: Kim Cronk, Susan Bauer, Meg Nord

Approving of August meeting notes was done without any disagreement/changes.

Treasurer’s Report: $20.00 – Paid to 7 Swing music group who preformed at our picnic in August.

Summer Picnic Discussion:
1. We had between 225–250 guests at this year’s picnic.
2. Feedback about picnic: There was too little help in the serving of food. Shannon suggested that all committee members should work the picnic, or find someone to fill their open position.
3. More activities could be added during the picnic. A bouncy house, sidewalk chalk drawing, and children bike race were some activities discussed.

Overall name for Boyd Park improvements project: The name approved was: Boyd Park +

Memo of Understanding, MOU: Chris B., Mark, and Chris Silewski (Neighbor and landscape architect), had discussions with the Eau Claire Community Services Department that resulted in a MOU that covers our plans to improve Boyd Park. The MOU states various types of improvements that could be done but doesn’t mean we have to do them; it also doesn’t mean we can’t do other things. We just need the Department’s approval for any project. There was a huge change by the City in these discussions. Previously they said we could only have visual access to the Eau Claire River. In this agreement the City agrees with our request of actual physical access to the River. We don’t know what prompted this change.

Sub-Committee for Boyd Park Plus: Chris will be leading a Boyd Park + Committee. This park committee may need to meet more than once/month. This park committee will report to the Steering Committee each month. The Steering Committee will approve, not approve or change the items from the park committee’s recommendations.

An initial focus/project could be the River Access project. However, it will be up to the Boyd Park + Committee to make a plan that identifies what the priorities are.

We have received from Chris S a ball park cost for developing a conceptual plan for all areas of the park. The preliminary cost was $10,758 and could be done by Chris S and his employer Ayres Associates.

Inter-Generation Kickball: Mark asked the Committee for approval of a Kickball game for Boyd Park, possibly on September 22nd at 10am. The Committee approved the request to endorse this as a Neighborhood Association event.

Upcoming September 20th Neighborhood Meeting’s agenda will include these:
1. There will be 10+ presenters before the actual meeting. During the meeting each presenter will be given 1 minute to discuss their purpose.
2. Steering meeting elections will be conducted for present and future members.
3. Discussion with Committee & guests on the MOU and future Boyd Park projects.

Little Free Library Crawl: Chad put together a library crawl for the East Hill Neighborhood Association to sponsor. Participants would collect a library card from any of the participating locations. Collect stamps from 3 or more locations for a chance to win a Dotters Books Gift Card. This event would take place on Friday, October 12, from 4pm – 6:30pm. This was to be a welcoming to the new bookstore in our area. Because the Steering Committee has not welcomed other businesses it was agreed that this event would not have our Association’s sponsorship. However, Chad was encouraged to still conduct the event and we thank him for his good idea and efforts.
