October 18, 2018 EHNA Steering Committee Meeting Minutes
6:30 pm at Spirit Lutheran, Eau Claire.

Members in attendance: Chris Buske, Bob Carr, Carey Hoeft, Tania Mathews, Mike Paulus, Shannon Paulus, Michael Rasmussen, Chad Rowekamp, Mark Ruddy

Members absent: Heidi Carter, Ann Marie Gunderson, Ben Julian, Chase Kunkel (because there was confusion about Ben’s position on the Steering Committee, he was not aware of the determination that he was now considered a member of the Steering Committee, thus he was’t actually absent).

Guests: Susan Bauer, Officer Mike Major, Officer Sam Sperry


Agenda additions

Eau Claire Police Officers:
*Eau Claire police officers are checking hotels more often for crime
* Question was asked if there are programs to keep meth out of neighborhoods and Eau Claire similar to other locations. As of right now there aren’t any special programs of this nature. There are programs working with children. Officers are not finding much in the way of labs in Eau Claire. Most meth is brought in.
* It was asked what should be said when incidents are brought up on Facebook and Nextdoor app as far as asking the neighborhood to do something about it. Police suggest telling them to contact the police, fill out incident report, etc. Neighborhood shouldn’t get involved with specific incidents.
* There is a neighborhood crime map available to look at.

Steering Committee Election Issue: Mark Ruddy read explanation of errors that occurred at the September election regarding the election. This was due to several individuals who weren’t put on the ballot due to an oversight.

Steering Committee Association Discussion: There was much discussion regarding the legalities of accepting Ben Julian’s vocal resignation. Bylaws state that it needs to be a written resignation. As of the October meeting Ben Julian is still considered an Association member. There was also discussion on neighborhood thoughts regarding the Association.

Eric Anderson’s Resignation (1 Year Term Left): A motion was made, seconded and carried to accept Eric Anderson’s written resignation.

Eric Anderson’s Replacement (1 Year Term): A motion was made, seconded and carried to accept Mark Ruddy for the position.

Michael Rasmussen’s Resignation (1 Year Term Left): A motion was made, seconded and carried to accept Michael Rasmussen’s written resignation.

Michael Rasmussen’s Replacement (1 Year Term Left): A motion was made, seconded and carried to accept Carey Hoeft for the position.

Skateboarders: Mid-November the skateboarders would like to request city funds to match up to $50,000. They asked if the neighborhood would send letter of support. A resolution was made, seconded and carried to not write the letter. Would like to see the skateboarders continue to fundraiser the money themselves like the previous proposal to raise all the money themselves.

River Access Project and Boyd Park: Association would like to get started on working on the river access project. Xcel has expressed interest in helping doing cleanup of dead trees/brush at no charge. A motion was also made, seconded and carried to use Chris S from Ayres Associates to work on conceptual design of the park. A motion to fundraise up to $10,00 for a conceptual design for Boyd Park utilizing Ayres Associates & apply for a $5,000 matching grant was seconded and carried. A motion was made, seconded and carried to start a committee to discuss Boyd Park. It was voted on to vote in two steering committee members and up to 4 neighborhood members.
