Attendance

Call to order – Call to order by Mark Ruddy at 6:32

Agenda Additions – New agenda items added to New Business: May Thrift Sale, Excel event discussion, Boyd Park prairie update

Police Report:
1. Traffic on Harding hill continues to be an issue that the ECPD is aware of and are taking steps to address. Specifically having a patrol car present more often near the top to slow drivers down before descending.
2. The ECPD has a policy where officers must complete a set number of contract-hours which can go to special assignments, events and initiatives. We discussed what an opportunity this is for the community to partner with law enforcement on initiatives that provide value to the community and neighborhood. We agreed this would be good to keep in mind in case other opportunities present themselves.

Special Thank You and Recognition
• To Chad Rowekamp for his volunteering of time and energy to clear a large number of drain culverts around the neighborhood, single-handedly mitigating a lot of flooding during the Spring melt!

Approval of Minutes
a) Minutes for February 21st corrected and approved

Treasurer’s Report:
b) February total of $605.69
a) One expense for website hosting renewal – $89.50
b) $378.77 for HumanKind remains unchanged – this will be moved to another account shortly
c) $516.19 new March total
d) $1,611.13 in total remains earmarked Boyd Park Plus
e) Upcoming expense/income:
* ~$15 for domain renewal
* Boyd Park + printing TBD
* $500 incoming from Xcel Grant

Old Business:
1. Our 501c3 paperwork was incorrectly filled out, East Hill vs. Eastside Hill. This has been corrected and our IRS paperwork shows the updated name and EIN
2. Motion to pre-approve creating a new, separate account specifically for Boyd Park + as well as getting new checks put forth and approved by Steering Committee
3. Change of bylaws regarding expectation that Steering Committee members work with a sub-committee tabled for now. We will circle back to this after new committees firmly established
4. Childhood poverty in Wisconsin presentation on March 28th, 6PM, Spirit Lutheran. We will share event via social media.

New Business:

1. Thrift Sale set for Saturday, May 18th
a. It was decided and approved that we will reserve Boyd Park + for the entire day in order to have a central “hub” for the neighborhood’s activities that day.
b. We will again this year setup and encourage neighbors to participate in the Savers Haul-away fundraising event. We may even rent the U-Haul and park that in Boyd Park as well.
c. Planning on at minimum having a table with information staffed with Steering Committee folks that day
d. Shannon will need volunteers from the group to take down signs that day.
2. Report from Boyd Park + sub-committee on project status
a. Presentation by Mike regarding Boyd Park + included ideas for webpage, fundraising status, tentative timeline for key events, and a general to-do list for the sub-committee
3. Fundraising Ideas
a. Chris and Mike request that Steering Committee members present ideas for fundraising to the sub-committee for discussion and addition into the project plan.
b. Chad Rowenkamp will lead efforts in setting up Brat Fry stands events
4. Xcel day project and Amazing Eau Claire cleanup on April 27th
a. We will have more than enough people to help with Boyd Park, Tania and Mark will get plans together on how to best use Xcel’s volunteers’ time that day while staying in the prairie area.
b. We plan to have a presence in Boyd Park on this day, as well as during the post-cleanup party
5. Annual Meeting
a. We will invite community members, businesses, ECPD, government officials, and other friends of the neighborhood to be present again as in past meetings. This meeting is April 25 instead of the 18th due to Spirit Lutheran’s space being busy with Holy Thursday.
b. With Boyd Park +, Q & A with ECPD, and updates from our city council representatives we have more than enough to cover
6. Prairie Update
a. Receiving grant for $250 for Margaret Boulevards and prairie work from the Eau Claire Garden Club.
b. Moving forward with plans to remove Locust trees encroaching on Prairie
