Eastside Hill Neighborhood Association Steering Committee Meeting

Boyd Park Pavilion

May 16, 2019


Members in attendance: Tania, Anne Marie, Bob Carr, Mark Ruddy, Chad Rowekamp, Ben Julian

Members Absent: Mike and Shannon Paulus, Chris Buske, Carey Hoeft, Heidi Carter

Guests: Alon Coppens, Mark Wesenberg and a Police Officer

Agenda Additions No new agenda items

Police Report:

  1. Patrolling Margaret continues to yield results. Several committee members voiced their thankfulness for the policy presence now that the days are nicer and more pedestrians present.
  2. Notable event: A low-speed vehicle pursuit occurred in the neighborhood recently after vehicle matched a description of an individual with an outstanding warrant. Responding officer deemed the pursuit not worth risking pedestrians or property by pursuing the vehicle into one of the neighborhood’s alleyway.

Approval of Minutes

  • Minutes for April meeting approved verbally and via email from other members

Treasurer’s report:

  • Postponed
  • Mark R. reports that no funds for community development will be available this year due to the City focusing on other major efforts.
  • Neighborhood park cost is $12/hr. if we aren’t using it for a neighborhood meeting. Moving forward we will need to take that into consideration for special events.

Special guest report and appeal on Boyd Park prairie improvements:

  • One June 6th a naturalist program event will be happening at Beaver Creek. Alon or Mark H. may attempt to attend to further research prairie maintenance and improvements.
  • Mark W. and Alon’s chief concern is how to move forward with the prairie due to uncertainty of Boyd Park Plus. Mark’s wife writes grant requests and they are offering to write grants for fundraising. The gentlemen are posing the question to whether or not the Steering Committee intends to include the Prairie in the plan and if work done this summer will be nullified by major changes during proposed Boyd Park Plus improvements.
  • Consensus given by Committee members is that the Prairie should continue to be owned and maintained vis-à-vis the status quo for now. Any changes will be considered and debated during the creation and approval of a conceptual plan and since it is some ways off, improvements and maintenance during this season are not in jeopardy and Mark W. and Alon may continue to perform their work in due course.
  • Mark W. will come back and provide more information and a proposal for the Steering Committee to consider, along the lines of a vote to secure the current state of the prairie and to cement its status as separate from the Boyd Park Plus program.
  • An area Scouting group is looking to adopt the prairie as well which will be helpful for prairie maintenance volunteer hours.

Old business:

1. Boyd Park Plus update

  • Tabled for the time being.

2. Annual Eastside Hill Thrift Sale signs

  • Need to be picked up. Anne Marie and Ben will pick some of them up on Sunday following. The Facebook event has the map of the signs.

3. Craft market during Thrift Sale

  • Market is on! Several vendors have confirmed their willingness to setup shop during Saturday.

4. Regarding prizes or raffles in support of fundraising efforts

  • Bob reports that he has the Chilson Subaru hookup. His contact and friend at Chilson has voiced support for providing fundraising prizes and gifts.

5. Boulevards update

  • Mark R. reported that it takes a lot of man hours to maintain the boulevards
  • Interested in finding ways to motivate others to volunteer to maintain their boulevards.

6. Speaking of volunteer motivation

  • We continue to look for ways to formalize the volunteer process.
  • General call for ideas on how to capture volunteers to be discussed further in ensuing meetings.

7. July 16th Walking tour

New business:

1. Bluegrass on Badger

  • Mark R. and anyone else interested can help setup and man the EHNA table

2. August 18th Annual neighborhood picnic

  • Be thinking about ideas for that including manning table, serving food, etc.

3. Boyd Park Plus presentation to Spirit Lutheran’s mission board.

  • Mark and Chris may sit down with them and discuss the plan as it may align with their own community outreach goals.

4. The Chippewa Valley Museum House Story will be posted on website by Mark shortly
