Attendance
Members in attendance: Tania Matthews, Bob Carr, Mark Ruddy, Chad Rowekamp, Ben Julian, Carey Hoeft, Alon Coppens, Chris Buske
Members Absent: Anne Marie, Mike and Shannon Paulus, Heidi Carter
Guests: Elizabeth Vieira, Officer Stevens and Officer Comeau, Chris Silewski (Ayers)
Call to order – Call to order by Mark Ruddy at 6:30 PM
Agenda Additions – No new agenda items
Police Report:
Officer Alert and Report Filed. Report # 19PD15702
Incident location: Summer/Emery Street
Date of incident: 7/16/2019 between 8:00- 8:30 pm
Notable event: A vehicle with multiple descriptions but thought to be dark blue in color was reported to be inappropriately interacting with youth in area. See case file for more details.
Officer Safety Tips : Stay in groups, carry phone and let someone know where you are going.
Secretary’s Report
Approval of Minutes
- Minutes for May and June approved.
Treasurer’s Report
- Discussed contract between Ayers and City of Eau Claire for Boyd Park Plus project. Chris from Ayers attending to provide the Committee with more info and answer questions.
- More funds in our Community Parks Account than originally thought. (Not $1611,13; current balance is close to $2100)
- Spirit Lutheran donated $1,000 to Boyd Park Plus project.
- Diversity Committee, humanKIND, is disbanding and funds remaining will be funneled. Estimated around $150.
- Reached first phase funding goal of $10,750 for Boyd Park Plus project. Website will be updated to reflect that. Mike will be starting a new website for phase two.
Executive Report
- Boyd Park Plus Committee approved contract between city and Ayers, including the added cost of a 3-D rendering. The cost is $6500 for Schematic Design Scope of Services. An additional $4250 is for the 3-D aspect. The total cost approved was $10750.
Special Report
- Boyd Park Project Updates, topics for further discussion and concerns:
- At picnic we can celebrate reaching our first fund raising goal: to pay for the conceptual design.
- Info will be provided to public and opportunity to give input on the design process at the picnic.
- Neighbors will also give input at (Spirit Lutheran) Semi Annual Meeting on Sept 19th. Will be promoted by door to door.
- Tanya felt it important to thank bigger donors.
- Alon felt it important that neighbors be informed by mailers and concern of his past experience with Ayers not considering public input. His suggested solution is to mail an informative letter to all neighbors. Decided to stay with door to door process.
- Chris Silewski ideas for August 18th Picnic will include interactive boards for community to state preferences
- Discussion of adding survey to website
Events Committee Report
- Tanya and Mark met to discuss picnic
- Shannon set up volunteer site
- Mark sent email to Mark Rasmussen, chef to prepare food. Mark will contact him again.
- Music to be soft and acoustic, trying to get local musicians
- Food served 11-1 PM
- Discussion of multiple ideas for picnic will be continued at the meeting at Tanya’s house on 7/24 at 6:30
Board Resolutions
Resolved: Elizabeth Vieira to join as member of the Eastside Hill Neighborhood Association Steering Committee
Resolved: To accept Ayers Contract with the city at the cost determined.

Resolved: Boyd Park is inclusive of Prairie. The Eastside Hill Neighborhood Association Steering Committee will oversee any future Prairie Sub Committee as outlined in Bylaws.

For next meeting: Mark will look into creating Prairie committee according to our Bylaws.
